No. 10. CONFIDENTIAL.

Addressed to the Secretary of State for

the Colonies No. 10 January 6th.

Repeated to Shanghai No. 6., Tokyo No. 2.

76/-/39.

My telegram No. 430. Local manager of the

Asiatic Petroleum Co informed me this morning

Japanese authorities at Canton have authorised the

Asiatic Petroleum Co,Standard Oil Co, and the

(?)

Texas Oil Company to furnish Diesel Oil to Canton

by barge.

This is further indication of the Japanese

intention to relax restrictions on navigation on the

Pearl River by foreigners although presumably oil is

required for their own purposes.
